e-APP

Under the e-Apostille Pilot Program (e-APP), the HCCH and the NINA together with interested State, have been developing the use of electronic Apostilles (e-Apostilles) and the oepration of electronic Registers of Apostillies (e-Registers).

The model suggested for the issuance of e-Apostilles uses current digital technologies.  The suggested model is expected to be able to allow an easy and safe electronic record.  Any person presented with an Apostille is able to assess its origin by conducting a secure online query.

It is suggested that an e-Apostille will provide the following functions:

  • intergrity

  • authentication

  • non-repudication

The current methods of attaching paper Apostilles to the public documents is said to be render them easily vulnerable to fraud, the use of e-Apostille in combination with digital certificates offers increased security and effective fraud preventing.

Vertification of an e-Apostille

Any person may verify the origin of an e-Apostille either by

  • by accessing the e-register or

  • by verifying the status of the digital certificate

The list of countries operate e-Registers can be found at HCCH.
